Yamashiro via Communication No. 26, dated December 9, 1996, regazding the change of zone request by John S. Tolmie, Jr. and Linda Tolmie at Waiakea, South Hilo, Hawaii, TMK: 2-2-23:12, reports as follows: Bill No. 5 amends Section 25-114 (City of Hilo Zone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 21,164 squaze feet of land from Single Family Residential-10,000 square feet (RS-10) to General Commercial-20,000 square feet (CG-20) zoned district. The subject property is located on the southeast corner of the Kinoole Street and Kamana Street intersection where the applicants intend to construct a 4,000 square foot single story retail/office building with 15 parking stalls. The subject property, rectangular in shape, contains a single family residence and a detached garage, both of which will be demolished. Access to the subject property is from Kamana Street, a county maintained roadway with a 25- foot pavement in good condition and approximately 6 foot paved shoulders within a 60-foot wide " right-ol=way. The subject property also has frontage along Kinoole Street, a 60-foot right-of--way with 36-foot pavement with concrete curbs, gutters and sidewalks. Water is available to the subject property from an existing 8-inch waterline along Kinoole Street and an existing 6-inch waterline along Kamana Street. There is an existing sewer line on Kinoole Street to which the applicant intends to connect. Surrounding land uses in the immediate vicinity include the Big Island Educational Federal Credit Union, Ginoza Realty, Inc. and physician offices at Kinoole Medical. Due to the improved nature of the subject property and surrounding areas, it is not anticipated that endangered or threatened candidate species of flora or fauna are located within the subject property, nor has any significant botanical or biological habitat been identified. It is also not anticipated that the proposed development will have any adverse impact on cultural or historical resources. PC REPORT NO.: PC- 2 Page 2 January 7, 1997 The subject property has no severe topographic or geologic problems which cannot be properly rectified or which would render the land unusable for the proposed use. The Planning Commission concurs with the Following Planning Director's reasons for recommending a favorable consideration of the change of zone: 1. The change of zone request conforms to the goals, policies and standazds of the General Plan. 2. The zone request conforms to the Land Use Pattern Allocation Guide (LUPAG) Map of the General Plan which designates the subject property for High Density Urban uses. 3. The Hilo Community Development Plan (CDP) adopted by resolution in 1975, designated the area for a Multiple Family Residential-4,000 square foot per unit (RM-4), but also recognized the need for future commercial development to reinforce existing commercial areas. 4. All essential utilities and services are or will be available to the subject property. Your Committee noted that the subject property is in the area where the previous Council had designated as commercial areas to serve the University of Hawaii at Hilo which would stimulate activities to support the University and the economy. ' Your Committee amended Bill No. 5 by adding the standazd condition relating to the applicant's compliance with the County's Solid Waste Management Plan. Your Committee on Planning is in accord with the intent and purpose of Bill No. 5, Draft 2, and recommends that it pass first reading.
