Your Committee on Finance, to which was referred Bill No. 324, reports as follows:
Bill No. 324, transmitted by Finance Director Harry Takahashi, via Communication No. 1037, dated
October 14, 1998 amends Ordinance No. 98-SQ the Capital Budget, as amended, by adding the following
project:
Public Works
Hilo Construction & Demolition (C&D) Waste Landfill $70,000
(110-699-5691.22-115)
Funds for this project will be provided from:
General Obligation Bonds, Capital Projects Fund, Fund Balance and/or Other Sources $70,000
The project design and construction is to divert C & D waste from the South Hilo Municipal Solid Waste
Landfill.
As a condition of permit approval for continued operations at the South Hilo Municipal Solid Waste
Landfill, the State Department of Health, as the approving governmental agency. mandates reduction of
waste stream entering the landfill. C & D waste is one of the major waste components (greenwaste. glass,
etc.) that must be segregated and removed prior to landfilling.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 324 and recommends it
pass first reading.
