Your Committee on Finance, to which was referred Bill No. 389, reports as follows:
Bill No. 389, transmitted by Director of Finance William Takaba, via Communication No. 1531, dated
October 16, 2008, amends Ordinance No. 08-79, as amended, the Capital Budget, ending June 30, 2009,
by adding the following project:
PLANNING:
Transit-Oriented Design (TOD) Village Master Plans 110.399.5390.52 $550,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund - $550,000
Fund Balance and/or Other Sources
TOD villages are a new concept to the Hawaii County. The County needs to take the lead to prepare the
first TOD master plans to develop in more detail the components of a TOD, the level of detail of a master
plan, and the process to prepare this plan. Master plans under consideration include the Kona civic center
TOD which coordinates the infrastructure and land uses surrounding the civic center in a "Greenfield"
context, and Kailua Village TOD which coordinates the existing uses and multiple landowners in a
redevelopment context. The lessons learned may have applicability to a Puna TOD as conceived by the
Puna CDP.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with atwo-thirds vote.
There was no discussion on this measure.
