Your Committee on Finance, to which was referred Resolution No. 806-08, reports as follows:
Resolution No. 806-08, transmitted by Director of Finance William Takaba, via Communication No. 1553
dated October 21, 2008, creates an Account Clerk position for the Department of Public Works' Traffic
Division.
The Department of Public Works' Traffic Division has been encountering an increased number of
mandates, projects, requests, and personnel; along with the establishment of a new West Hawaii Facility.
The Traffic Division is undergoing a reorganization to handle the increased workload and to improve
efficiency, however, the Traffic Division's Support Section is understaffed and is in need of this position.
There was no discussion on this measure.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create
positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 806-08, and
recommends its adoption.
