Your Committee on Finance, to which was referred Bill No. 377, reports as follows:
Bill No. 377, transmitted jointly with Resolution No. 778-08 by Director of Finance William Takaba, via
Communication No. 1506, dated October 6, 2008, amends Ordinance No. 08-78, as amended, the Operating
Budget, ending June 30, 2009. Communication No. 1506.2 from Civil Defense Administrator Quince Mento,
dated October 27, 2008, submitting a Detailed Budget Worksheet, which states the correct amounts for the FY
2008 Homeland Security Grant. The amendment is as follows:

The State of Hawaii Department of Defense, State Civil Defense has been awazded the FY 2008 Homeland
Security Grant Program (HSGP) funds from the Department of Homeland Security, Federal Emergency
Management Agency, Preparedness Directorate Grants and Training. The FY 2008 HSGP funds are provided
to prevent, deter, respond to, and recover from threats and incidents of terrorism and it supports the County of
Hawaii in leveraging funding to support Homeland Security Initiatives. A total of $1,095,461 was granted to
the Hawaii County Civil Defense Agency and are to be used for the continued development of the State
Homeland Security Program (HSGP) and the Citizen Corps Program (CCP).
Communication No. 1506.1 from Civil Defense Administrator Quince Mento, submitting a Detailed Budget
Worksheet for the FY 2008 Homeland Security Grant was presented to Your Committee at its meeting on
October 21, 2008.

Also at the October 21, 2008 Committee on Finance meeting, Council Member Brenda Ford requested that a
correction in the funding amount for the Citizen Corps Program be made, and submittal of a corrected copy of
the breakdown be given to the Council. Director Mento informed Ms. Ford that the correction will be made as
requested, and a corrected copy will be submitted to the Council. This measure was postponed to November 6,
2008, per advice from County Clerk Jarman, pending receipt of the corrected amounts.
Communication No. 1506.2 from Civil Defense Administrator Quince Mento, dated
October 27, 2008, submits a Detailed Budget Worksheet, which states the correct amounts for the FY 2008
Homeland Security Grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor
is hereby authorized to apply for, receive and expend the funds for State Homeland Security Program and the
Citizen Corps Program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 377, and recommends it pass
first reading.
