No. 351-98, reports as follows: <br /> Res. No. 351-98, transmitted by Finance Director Harry A. Takahashi, dated October 28, 1998, via <br /> Communication No. 1064, creates a new position for the Office of the Prosecuting Attorney. This will be <br /> a federally funded Victim/Witness Counselor I position created under the Victims of Crime Act (VOCA) <br /> grant. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the <br /> Council to enter into agreements with the Federal or State governments respecting action to be taken <br /> pursuant to any of the powers granted bylaw to furnish, expend, and receive any of the funds or other <br /> assistance in connection with projects being or to be undertaken pursuant to these powers. <br /> Your Committee on Finance is in accord with the purpose and intent of Res.
