Your Committee on Finance, to which was referred Res. No. 349-98, reports as follows:
Res. No. 349-98, transmitted by Finance Director Harry A. Takahashi, dated October 23, 1998, via
Communication No. 1057, authorizes the Mayor to enter into an agreement for non-bid purchase of goods
and services with DBEDT.
The State of Hawaii, Department of Business Economic Development and Tourism, has granted an
additional $2,000 to the County of Hawaii, Depaztment of Reseazch and Development, for its Energy
Coordinator Program.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend, and receive any of the funds or other
assistance in connection with projects being or to be undertaken pursuant to these powers.
Your Committee on Finance is in accord with the purpose and intent of Res. No. 349-98 and recommends
its adoption.
