Your Committee on Finance, to which was referred Bill No.337, reports as follows:
Bill No. 337, transmitted by Councilmember Joe Reynolds, dated November 5, 1998, via Communication
No. 1020.01, amends Chapter 4 of the Hawaii County Code 1983 (1995) relating to animals.
Committee members and the attorney for the Hawaii Island Humane Society raised major concerns with
both the language and substance of the proposed changes in Bi11337. It was pointed out that the bill did
not represent any input from the Hawaii Island Humane Society. The attorney for the Hawaii Island
Humane Society expressed concerns about due process issues in cases of confinement (Section 4-31) and
in cases of adoption (Section 4-).
In light of the above, your Committee on Finance recommends Bill No. 337 be filed.
