Your Committee on Finance, to which was referred Res. No. 346-98, reports as follows:
Resolution No. 346-98, transmitted by Finance Director Harry Takahashi, via Communication No. 1054,
dated October 26, 1998, authorizes the Mayor to enter into an agreement for Grant Contract Number 98-
DB-4 with the Department of Justice for a Violence Against Children and Youth Grant.
The United States of America through the U.S. Department of Justice, Office of Justice Programs, has
authorized funding for expenses to prosecute crimes of Violence Against Children and Youth.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments obtain the consent of the council
to enter into agreements with the federal or state governments respecting action be taken pursuant to any
of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection
with projects being or to be undertaken pursuant to those powers.
The Mayor is hereby authorized to enter into Negotiated Agreement for Grant Contract Number 98-DB-4
which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 346-98 and
recommends its adoption.
