SAFE COMMUNITY HIGHWAY SAFETY PROGRAM
QUARTERLY REPORT
PROJECT TITLE: HPD TRAFFIC INVESTIGATION PROGRAM/PT08-Ol (02-H-O1)
Accomplishing our mission goal will be based on the reduction of total fatalities within
The County Of Hawaii by FFY 2008. HPD will also determine effectiveness by the
number of classes held and officer's attendance, and completion rate during the yeaz.
STRATEGIES
1. Through additional training, all members of HPD's Traffic Enforcement Unit will
have completed basic or advanced Crash Reconstruction Classes.
2. Three Radaz/Laser Instructors will be recertified and ready to conduct training.
3. Visual Statement diagamming programs will be purchased and installed in TEU's
computers.
4. Conduct one Intoxilyzer Supervisor training session.
GRANT PERIOD RESULTS:
(FOURTH OUARTER/FINAL REPORT)
1. During this grant period, HPD's Traffic Enforcement Units (TEU) have not
completed the basic and advanced Crash Reconstruction Classes. Classes
have not been offered.
None of these classes were offered during the FFY 2008.
2. Officer Fojas conducted radar and laser certification for HPD's 74`h Recruit class
during the 4a' quarter. Seven recruits trained.
Three of our officers attended the Speed Measurement Lab Inc: Radar/Laser
Instructors Course on Kauai in October 2007. One officer attended the
Intoxilyzer 8000 Training and Maintenance Course on Kauai in January 2008.
Sgt. Gali and Officer Fojas conducted Radar and Laser certification for IIPD's
72°a and 73`a Recruit classes. Total of 33 officers trained which include the
seven recruits from the 74th Recruit class.
3. Purchased and received the Visual Statement diagramming program for use by our
department's Traffic Enforcement Units (TEU).
4. HPD's TEU officers conducted an Intoxilyzer operator and supervisor Training
for the 74`h recruit class during the fourth quarter. The seven officers were certified
in both the Intoxilyzer 5000 and 8000 as both operators and supervisors.
Total of 7 officers were certified in the Intoxilyzer 5000 and 8000 as operators
and supervisors during FFY 2008.

Three of the four performance indicators were met during this FFY 2008. The only
one that was not attained was the attendance of our Traffic Enforcement Unit's to
the Basic and Advanced Crash Reconstruction Classes. The overall goal of reducing
traffic fatalities in FFY 2008 was attained. We had 26 traffic fatalities within the
County of Hawaii, down from 39 in the previous FFY.
