Date^yT'~~I '1 d ~hna SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HPD ROADBLOCK PROGRAM/AL08-02 (O1-H-02) The goal of this program is to reduce the number of alcohol related traffic fatalities by CY 2008. In addition, HPD will also look at increasing the number of DUI arrests at sobriety checkpoints and increasing the number of vehicles checked at these projects by 10 percent. STRATEGIES Establish about 100 impaired driving roadblocks with -grant funds and 50 roadblocks with county funds, establishing roadblocks on all major holidays. 2. Effect about 80 arrests for impaired driving at grant funded roadblocks and 35 arrests at county funded roadblocks. 3. Effect 100 arrests for other violations at grant funded roadblocks and 50 arrests at county funded roadblocks. 4. Issue about 300 citations for violations at grant funded roadblocks and 150 citations at county funded roadblocks. 5. Screen an estimated 20,310 vehicles while at impaired driving roadblocks. 6. Send one (1) officer and one (1) Deputy Prosecutor to attend the National Lifesaver's Conference. 7. Send two (2) officers to attend the Drug Recognition Expert (DRE) Conference. 8. Send two (2) officers and one (1) Deputy Prosecutor to the Quarterly Statewide Traffic Commanders Meetings. 9. Purchase desktop computer and printer for the Traffic Safety Coordinator to extract and compile alcohol related crash data from the Records Management System (RMS) for educational and statistical applications with the Impaired Driving Task Force. GRANT PERIOD RESULTS: (FOURTH OUARTER/FINAL REPORT) 1. Established 18 sobriety checkpoints island wide with grant funds during the fourth. quarter. Checkpoints were established on all major holidays. Established 19 sobriety checkpoints utilizing county funds during the fourth quarter. Established 88 sobriety check points island wide with grant funds and 69 County funded sobriety check points in FFY 2008. HPD ROADBLOCK PROGRAM PAGE2 2. Initiated 11 arrests for Operating a Vehicle Under the Influence of an Intoxicant (OVUII) at grant funded checkpoints during the fourth quarter. Initiated 20 arrests for Operating a Vehicle Under the Influence of an Intoxicant (OVUII) at ' county funded checkpoints during the fourth quarter. Initiated 51 arrests for Operating a Vehicle Under the Influence of an Intoxicant (OVUII) at grant funded checkpoints and 77 (OVUII) arrests at county funded check points in the FFY 2008. 3. Initiated 13 arrests for other violations at grant-funded checkpoints during the fourth quarter. Initiated 15 arrests for other violations at county funded checkpoints during the fourth quarter. Initiated 25 arrests for other violations at grant funded checkpoints and 59 arrests for other violations at county funded checkpoints in the FFY 2008. 4. Issued 12 moving citations, 1 child restraint citation, 1 seatbelt citations and 17 other citations for violations at grant funded checkpoints in the fourth quarter. Issued 12 speeding citations, 48 moving citations, 7 seatbelt citations, 11 cliild restraint citations and 89 other citations for violations at county funded checkpoints during the fourth quarter. Issued 36 moving citations, 2 child restraint citations, 2 seatbelt citations, 3 speeding citations, and 211 other citations for violations at grant funded checkpoints. Total grant funded citations for FFY 2008 is 254. Issued one speeding citation, 21 seatbelt citations, 35 child restraint citations, 78 moving citations, and 291 moving citations for violations at county funded checkpoints during the FFY 2008. Total county funded 'citations issued for the FFY 2008 is 426. 5. Screened 1,727 vehicles at grant-funded projects in the fourth quarter. Screened 2,990 vehicles at county funded checkpoints during the fourth quarter. Screened 9,925 vehicles at grant funded projects and 9,284 vehicles at county funded checkpoints during the FFY 2008. Total vehicles screened during the FFY are 19,209. 6. Sergeant(s) Kelly Kaaumoana-Matsumoto and Christopher Gali attended the National Lifesaver's Conference in April 2008. The Prosecutor's Office has apprised HPD that they have acquired grant funds to send (2) Deputy Prosecutors to the National Lifesaver's Conference. 7: The National Drug Recognition Expert (DRE) Conference was scheduled for August 2008. HPD sent officers Marvin Troutman and Norbert Serrao to the conference. 4 A. HPD ROADBLOCK PROGRAM PAGE3 8. Sergeant(s) Kelly Kaaumoana-Matsumoto and Christopher Gali attended the Quarterly Statewide Traffic Commanders Meeting in Waikoloa in September 2008. All quarterly statewide Traffic Commander Meetings were attended by Sergeant Dexter Veriato (ls~ quarter), and Sergeants Kelly Kaaumoana- Matsumoto and Christopher Gali. 9. Ordered and received one desktop computer with colored printer for the Traffic Safety Coordinator to extract and compile alcohol related crash data from the Records Management System (RMS) for educational and statistical applications with the Impaired Driving Task Force. Of the 9 performance indicators HPD met all of the impaired driving roadblock indicators for county funded projects which included the number of roadblocks, arrests made for impaired driving, arrests made for other violations and the citations issued. HPD also attended the National Lifesaver's Conference, attended the Drug Recognition Expert Conference and attended all of the Quarterly Statewide Traffic Commanders Meetings. We also purchased the computer and printer which we are using to extract and compile alcohol related crash data from our Records Management System. We made part of our goal to increase the amount of vehicles screened at impaired roadblocks, from 18,464 to 19,209. We set out to increase this goal by 10% but we were only able to attain a 4% increase. HPD was not able to attain 100 checkpoints with grant funds but held 88. Arrests made with grant funds for impaired driving were 51 instead of the goal of 80. We also initiated 25 arrests and not 100 arrests for other violations and issued 254 citations missing our goal of 300 by six citations. The goal of the project to reduce the number of alcohol related traffic fatalities by 12.5% from 24 to 21 by CY 2008 was almost attained. We ended with 22 of the 37 fatalities in CY 2007 were alcohol related. We were able to decrease our alcohol related fatalities by 9%. Our goal of increasing the number of DUI arrests at sobriety check points by 10% from 104 to 115 was met in that we had 128 arrests an increase of 23%. The goal of increasing the number of vehicles by 10% from 18,464 to 20,310 vehicles was not fully attained as 19,209 vehicles were screened. This was a 4% increase.
