SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HPD CLICK IT OR TICKET PROGRAM/OP08-05 (02-H-01) The goal of this project is to increase the use of seat belts by infants, toddlers, teenagers and young adults by the end of FFY 2008. HPD will involve families and young athletes in numerous "Click It Or Ticket" Basketball Tournaments throughout the island in conjuction with national enforcement and media campaigns. STRATEGIES 1. Conduct two to three "Click It or Ticket" 3 on 3 Basketball Tournaments (one in East Hawaii and one in West Hawaii) for youth aged 6 through 18. Each event to run three days. 2. Have the participation of about 600 youth and attendance of about 1200 people at the two events. 3. Obtain about 1000 pledges from youth and adults to wear their seat belts and ensure that all occupants of vehicles operated by them are seat belted. 4. Issue 1000 "Click It or Ticket" t-shirts promoting seat belt use to all participants and volunteers of the event. 5. Conduct a "Click It or Ticket" presentations throughout the events. 6. Issue about 300 customized "Click It or Ticket" medals to placing teams in each age division. 7. Involve community and student volunteers in assisting with the tournaments. 8. Coordinate a cooperative media event to be held during the tournaments, to include Keiki car-seat checkpoint, booster-seat educational presentation and enforcement projects to be conducted to coincide with the tournaments. 9. Tournaments to be held on or about the "Click It or Ticket" mobilizations. 10. Identify organizations and opportunities to make this a self-sufficient event. HPD CLICK IT OR TICKET PROGRAM PAGE2 GRANT PERIOD RESULTS: (FOURTH OUARTERXINAL REPORT) 1. Hawaii Police Department through our Hawaii Isle Police Activities League (HI-PAL) conducted a 3 on 3 basketball tournament on July 19-20, 2008 at the Honokaa Sports Complex Gymnasium. A total of two 3 on 3 basketball tournaments were held during this grant. The First tournament was held on May 16-18, 2008 at the Keaau High School Gymnasium. 2. There were 32 teams, with a total of 160 participants. The participants were both boys and girls aged between 7-17 years old. There were a total of 93 teams, with the total number of participants at 465 for both of the tournaments. The participants were both'boys and girls, ranging in ages 5-17 years old. 3. There were a total of 160 written pledges received from the participating youth to wear their seatbelts. In addition to these pledges, non-participating siblings, parents, grandparents, volunteers, coaches and spectators were reminded about the importance of seatbelt and child safety seat usage. Total amount of spectators for tournament was 1,500 people over the course of the 2 day event. There were a total of 465 written pledges from participants to wear their seat belts. Total spectators for both tournaments were 4,000 people. 4. Approximately 225 "Click It or Ticket" t-shirts were given out to all of the tourna- ment participants and volunteers which reminded everyone of the importance of seat belt usage. There were approximately 625 "Click It or Ticket" t-shirts given out during the course of the two tournaments. 5. Each day of the tournament, participants and spectators were given a presentation on the current laws in Hawaii relative to the use of seatbelts and child safety seats. Presentations were given during both tournaments. 6. A total of 105 "Click it or Ticket" medals were awarded to participants who placed in the top 3 places per division. There were 240 "Click it or Ticket" medals awarded during the two tournaments. HPD CLICK IT OR TICKET PROGRAM PAGE3 7. Honokaa High School girls' basketball team assisted throughout the tournament. HIPAL was able to collaborate with both the Keaau High School and Honokaa High School students, parents and coaches during these two tournaments. 8. A media release was released prior to the tournament and a second media release was made with the results of the winning teams in all divisions. Photos of the divisional winners were also a part of the release. These media releases are on our department web site. No car seat-checkpoint was conducted due to unavailability of certified car-seat technicians. Pre and post media releases were made for both tournaments. 9. The tournament was held on July 19-20, 2008. Although this was not held during the National "Click It or Ticket" Campaign which was between May 12- June 1, 2008. This tournament reiterated the need and importance of seat belt and child safety seats usage not just during the campaign but throughout the year. The first tournament was held on May 16-18, 2008. The tournament was held in conjuction with The National "Click it or Ticket" campaign. The campaign was on May 12- June 1, 2008. 10. HI-PAL was able to collaborate with Honokaa High School and the County Parks and Recreation Division (Honokaa Sports Complex Gymnasium) with the tournament. During the first tournament, HIPAL was able to collaborate with Keaau High School. Of the 10 performance indicators 8 were met. We were able to conduct two Tournaments, we were able to get the 1,000 pledges, 465 written and the rest were verbal from the parents, siblings, and coaches. A "Click it or Ticket" presentation was given daily with pre and post media releases for the tournaments. The different volunteers from Keaau High School, Honokaa High School and the County Of Hawaii Parks and Recreation helped with the two tournaments. The first tournament was held during the National "Click it or Ticket" campaign. HIPAL was able to collaborate with Keaau, Honokaa High School and Parks and Recreation. We did not hit our goal of 600 youth, but we did have 465 total participants, we made 77.5 % of the goal. We also did not issue 300 medals, but 240 or 80% were issued. Overall the tournaments were successful, enjoyed by all participants and spectators, with all anxiously awaiting next years tournaments. HPD CLICK IT OR TICKET PROGRAM PAGE 4 The goal of the project to increase the use of seat belts by 6% from 89.54% to 95.5 % was realized and surpassed with an actual usage of 97.04% by the end of FFY 2008. HPD issued 3,059 seat belt citations, we were not able to attain the 5% increase from 3,914 to 4, 107. We need to remember that our seat belt usage for the Big Island went up to 97.04%, thus more people are complying with the law. The seat belt use percentage of fatal motor vehicle occupants is at 19.2%. This is well below our goal of 55% HPD's goal of increasing the child restraint usage by 10% from 68.66 % to 75.46% was not attained completely. The overall usage increased to 74.71%, which is about a 9.25% increase. We will continue to work as a department to maintain the goals we have attained and improve on those which we have not yet attained.
