Date fi 1 4 701 SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HPD SEAT BELT ENFORCEMENT PROGRAM /OP08-05(01-1-102) The goal of this project is to increase the use of seat belts. HPD will also increase the number of seat belt citations issued and increase the seat belt use percentage of fatal motor vehicle occupants. HPD goal for the child restraint usage is to increase it by 10 % by the end of FFY 2008. STRATEGIES 1. Conduct approximately 200 seat belt checkpoints. 2. Issue 3,000 citations for seat belt and child restraint with grant funds. 3. Issue 500 citations for other violations. 4. Effect 25 arrests during enforcement projects. 5. Conduct media campaign and provide public service announcements during "Click it or Ticket" and other enforcement periods. 6. Participate in National "Click it or Ticket" Campaign. 7. Send one (1) participant to the National Lifesavers Conference. GRANT PERIOD RESULTS (FOURTH OUARTERXINAL REPORT) 1. Conducted 41 seat belt checkpoints island wide in the fourth quarter. Officers conducted 136 seat belt checkpoints island wide during this FFY 2008. 2. Issued 297 seat belt and 28 child restraint citations at grant funded checkpoints with grant funds in the fourth quarter. Officers issued 1,035 seat belt and 78 child restraint citations at grant funded checkpoints or total combined citations of 1,113 with grant funds during FFY 2008. 3. Issued 147 citations for other violations, 6 speeding citations and 99 moving citations in the fourth quarter. Issued 643 citations for other violations, 24 speeding citations, 270 moving citations. Total combined citations is 937 for FFY 2008. HPD SEATBELT ENFORCEMENT PROGRAM PAGE 2 4. Officers made two bench warrant arrests during checkpoints in the fourth quarter. Officers made (2) bench warrant arrest and (6) other arrests during check points with grant funds. Total arrests were 8 during FFY 2008. 5. Did not make a media release during this quarter, other than the "Click or Ticket" 3 on 3 basketball media releases made by our HIPAL Division. National "Click or Ticket" campaign was between May 12, 2008 and June 1, 2008. Media release was sent out. 6. The National "Click it or Ticket Campaign was participated in by our department which was in the third quarter of the grant. Hawaii Police Department participated in the National "Click it or Ticket"Campaign. HPD was able to partner up with both the County Roads Division and State Highways Division to place message boards out. Message boards with the "Click it or Ticket, $92.00 fine" were placed on Kamehameha Avenue near Mooheau Park,Kanoelehua Avenue near 4 mile bridge, Rte. 19 near Alae Cemetery, and Queen Kaahumanu Highway just north of the Kona International Airport. Eight seat belt checkpoints were conducted island wide during the campaign. There were 56 seatbelt citations, five child restraints citations, 12 moving citations, two speeding citations, and 47 other citations issued during this campaign utilizing grant funds. 7. Participant was not sent to the National Lifesavers Conference in April 2008 under this grant. We did however send two participants under the Seat belt grant. Four or the seven performance indicators were attained. We did not attain the 200 seatbelt checkpoints, the 3,000 citations for seat belt and child restraints, and to effect 25 arrests. We were able to attain the 500 citations for other violations, conducted media campaign during "Click it or Ticket" and participated in the national "Click it or Ticket" campaign. We did send two participants under the seat belt grant as the prosecutors office had obtained their own funding. HPD SEATBELT ENFORCEMENT PROGRAM PAGE 3 The goal of the project to increase the use of seat belts by 6% from 89.54 to 95. 5% was realized and surpassed with an actual usage of 97.04% by the end of FFY 2008. HPD issued 3,059 seat belt citations, we were not able to attain the 5% increase from 3,914 to 4,107. We need to remember that our seat belt usage for the Big Island went up to 97.04%,thus more people are complying with the law. The seat belt usage of fatal motor vehicle occupants is at 19.2%. This is well below our goal of 55%. HPD's goal of increasing the child restraint usage by 10% from 68.66 % to 75.46 % was not attained completely. The overall usage increased to 74.71%, which is about a 9.25% increase. We will continue to work as a department to maintain the goals we have attained and improve on those which we have not yet attained.
