SAFE COMMUNITY HIGHWAY SAFETY PROGRAM
QUARTERLY REPORT
PROJECT TITLE: HPD AGGRESSIVE DRIVING PROGRAMJSC08-06(03-H-01)
The goal of this project is to reduce fatal crashes on Queen Kaahumanu Highway, Hawaii
Belt Road Route 190 and route 11 in the Kona, South Kohala and Ka'u Districts in FFY
2008. HPD will also increase the amount of aggressive driving citations in these areas
and properly records the number of citations given for future reference.
STRATEGIES
1. Conduct 50 high visibility checkpoints, specifically on Queen Kaahumanu Highway,
Hawaii Belt Road, Route 190 and Route 11 in the Kona, South Kohala and Ka'u
Districts, enforcing excessive speed and aggressive driving violations.
2. Conduct 50 inconspicuous patrols using Traffic Enforcement Unit's unmarked police
vehicles in the above areas in conjunction with marked patrol vehicles.
3. Issue approximately 600 speeding and aggressive driving related citations with grant
funding.
4. Issue approximately 600 citations for other violations with grant funding.
5. Conduct media campaign relative to aggressive driving and enforcement efforts
of the department.
GRANT PERIOD RESULTS:
(FOURTH OUARTERXINAL REPORT)
1. Conducted 120 checkpoints enforcing excessive speed and aggressive driving
violations during the fourth quarter. All checkpoints were conducted in the
Kona, Kau and South Kohala Districts. 67 on Route 11, (7) on Route 190,
and 46 on Queen Kaahumanu Highway.
Conducted 171 checkpoints enforcing excessive speed and aggressive driving
violations during the FFY 2008. (90) were on Route 11, (14) on Route 190
and (67) on Queen Kaahumanu Highway.
2. Twelve checkpoints were conducted utilizing the Traffic Enforcement Unit's
unmarked police vehicles during the fourth quarter. These twelve checkpoints
are included in the total 120 checkpoints listed in item 1.
Sixteen checkpoints were conducted utilizing the Traffic Enforcement Unit's
unmarked police vehicles during the FFY 2008.

3. Issued 658 speeding citations, and 155 moving citations with grant funding during
the fourth quarter. Three arrests were made at the checkpoints for outstanding bench
warrants and three arrests for Operating a Vehicle Under the Influence of an
Intoxicant (OVUII).
Issued 1,021 speeding citations, and 313 moving citations with grant funding
during the IFFY 2008. Officers also initiated three arrests for outstanding
bench warrants, and three arrests for Operating a Vehicle Under the Influence
of an Intoxicant (OVUII).
4. Issued 7 seatbelt citations, 5 child restraint citations and 248 other citations with
grant funding during the four quarter.
Issued 10 seatbelt citations, 2 child restraint citations, and 343 other citations
with grant funding during the IFFY 2008. The total number of citations
issued throughout this grant which includes the moving citations and
all citations listed under item # 4 is 668.
5. Did not do media release in the fourth quarter.
During the FFY 2008 issued a media release regarding speeding
enforcement in the second quarter. Also Tribune Herald placed an interview
with Sergeant Kelly Kaaumoana-Matsumoto in the June 5th, 2008 edition. The
article covered HPD's lower fatality rate, citing education and enforcement as
key factors.
Overall the goal of reducing fatal crashes on Queen Kaahumanu Highway (Rte. 19),
Route 190, and Route 11 in the Kona, South Kohala and Kau Districts were not
attained. In 2006 we had 9 fatalities with our goal of reducing to 8 in FFY 2008;
however we ended our year with 10 fatalities which were the result of 9 fatal
crashes. We have attained our goal of properly recording the number of citations
issued in theses areas and having this information for future reference.
It should also be noted that with all of the checkpoints and citations issued during
this FFY 2008 with grant funding, it will never be known how many lives were
saved by the heavy enforcement efforts by our officers.
