Date NOV 4 Z_~~ SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HPD DATA GRANT PROGRAM/TR08-03(05-H-01) The goal of this program is the reduction of total fatalities within the County Of Hawaii by 10% from. 39 to 37 by FFY 2008. HPD will also determine effectiveness by the completion of the Police Accident Reports, and acquisitions of lap tops for the electronic transfer of information to RMS, and begin electronic citations project. STRATIGIES 1. Participate in Traffic Records Committee and Subcommittees and to attend monthly and special meetings. One Sergeant and Officer to attend the Annual National Traffic Records Forum. 2. Hire a consultant to implement traffic forms and data into HPD's RMS system and create and export utility to transfer electronic data. 3. Purchase six heavy-duty "Ruggedized" laptop computers with connectors and vehicle mounts for the electronic citation project and the electronic transfer of crash data from patrol vehicles. GRANT PERIOD RESULTS: (FOURTH OUARTER/FINAL REPORT) 1. The Annual National Traffic Records Forum was attended by Sergeant Kelly Kaaumoana-Matsumoto, and Winnie Cabral in July 2008. All Traffic Records Committee and subcommittee meetings were attended by Sgt. Kelly Kaaumoana- Matsumoto and Officer Gregg Silva during the Fourth Quarter. All Traffic Records Committee and subcommittee meetings were attended by Sergeant Dexter Veriato (0 quarter) and subsequently by Sergeant Kelly Kaaumoana- Matsumoto and Officer Gregg Silva for this FFY 2008. Kelly Kaaumoana-Matsumoto and Officer Gregg Silva attended the Motor Vehicle Accident Report (MVAR) train-the- trainer workshop in May 2008. The Annual National Traffic Records Forum was attended by Sergeant Kelly Kaaumoana-Matsumoto and Winnie Cabral. 2. The Traffic Records Committee created a Motor Vehicle Accident Report (MVAR) form. HPD worked with Denali to redesign the the new MVAR form for HPD's Record Management System to transport electronic data to the Hawaii Department of Transportation (HDOT). HPD has implemented the new Motor Vehicle Accident Report (MVAR) C ~ HPD DATA GRANT PROGRAM PAGE2 form within our department. We have an electronic version which we have been using island wide since September 2, 2008. We are currently working with the Hawaii Department of Transportation (HDOT) on a method of transporting this electronic data to them. 3. Quote along with requisition submitted to our County Finance to purchase five heavy-duty "Ruggedized" laptop computers. Due to problems with our procurement process, we were able to only purchase 4 laptops. These laptops have been ordered and we are still awaiting their arrival. We have not yet received these laptop computers, and we have not yet begun the electronic citation project. We also have not begun the mobile forms which will transfer crash data electronically from officers patrol vehicles. We have met two of the three performance indicators. Once the laptops and mobile forms are ready they will be utilized by our patrol officers. The transfer of the data to Hawaii Department of Transportation (HDOT) will be implemented once the method of transporting this data has been established. The ultimate goal of reducing the total fatalities within the County of Hawaii by 10% from 39 to 37 by FFY 2008 was attained and surpassed. In the IFFY 2008 we had 26 traffic fatalities on the Big Island. This is a decrease of 13 fatalities or a 66% reduction.
