Dote, X10 4 2~Ug SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HPD SPEED ENFORCEMENT PROGRAM/ SC08-06 (01-H-02) Hawaii Police Department's goal is to decrease the number of speeding involved fatalities and consequently reduce the total number of traffic fatalities on the Big Island. HPD also will increase the number of citations by 5% during this grant period. STRATEGIES 1. Conduct 100 high visibility checkpoints, specifically in locations known for excessive speed violations and locations of recent crashes involving serious injuries or death. 2. Establish operations targeting street or "outlaw" racing that will be conducted in affected districts and during the late night peak racing rimes. Operations to include enforcement of regulatory traffic violations often associated with street racing vehicles and speeding. 3 Issuing approximately 1,000 speeding citations with grant funding. 4. Issue approximately 2,500 citations for other violations with grant funding. 5. Effect approximately 20 arrests during enforcement efforts for racing on the highways, warrant violations and other offenses. 6. Purchase (4) dual directional radar units for use by police unmarked vehicles in districts where the occurrence of speed related crashes is especially high. 7. Conduct Speed Mobilization Periods island wide to promote enforcement and public awareness. GRANT PERIOD RESULTS: (FOURTH OUARTER/FINAL REPORT) 1. Officers conducted 64 speed checkpoints island wide in the fourth quarter. Officers conducted 256 grant funded speed checkpoints island wide during this FFY 2008. 2. Districts have conducted speed operations during evening hours to target racing on the roadways. North Kohala district held one on September 13, 2008 on HPD SPEED ENFORCEMENT PROGRAM PAGE 2 Queen Kaahumanu Hwy resulting in 3 speeding citations. South Kohala did a total of Five speed operations (7/19/08, 8/29-30/08,9/6/08,9/22/08 and 9/24/08) on Kawaihae Road, Queen Kaahumanu Hwy., Waikoloa Road, and Route 190. These five Operations resulted in 17 speeding citations, 8 other citations, 3 seat belt citations, 5 Child restraint citations, and 2 moving citations. Kau District did 3 speed operations (8/11/08, 8/18/08 and 8/30/08) on Rte. 11. These operations resulted in 3 speeding citations, 5 moving citations, and 1 other citation. Hamakua District did 2 speed operations (8/2/08 and 8/9/08) on Rte. 19. These operations resulted in 8 speeding citations and 1 moving citation. Kona district did a total of six operations ( 2 each on 8/17/08, 8/20/08 and 8/21/08) on Queen Kaahumanu Hwy and Rte. 11. These operations resulted in 39 speeding citations, 11 moving citations, and 5 other citations. Note that these results are already included in the tallies under items 3 and .4. 3. Officers issued 206 citations for speeding violations in the fourth quarter. Officers issued 1,056 citations for speeding violations with grant funds during the FFY 2008. 4. Officers issued 10 citations for seat belt violations, 8 child restraint citations, 42 moving citations, and 36 citations for other traffic violations in the fourth quarter. Officers issued 66 citations for seat belt violations, 27 citations for child restraint citations, 71 moving citations, and 504 citations for other traffic violations with grant funds during the FFY 2008. The total citations issued for the FFY 2008 was 668 utilizing the grant funding. 5. During the checkpoints, officers made three arrests for outstanding warrants in the fourth quarter. Officers made 28 arrests for traffic and other violations, and 3 arrests for Operating A Vehicle Under the Influence of an Intoxicant (OVUII) with grant funds during the FFY 2008. 6. Purchased and received (4) dual directional radar units for use by Hawaii Police Department Traffic Enforcement Unit. These radar units will be used in their unmarked vehicles. They will be utilized in all eight districts island wide. 7. HPD conducted a speed mobilization period on the dates of August 20-26, 2008. A total of 4 grant funded checkpoints were conducted, all within the Kona District. HPD SPEED ENFORCEMENT PROGRAM PAGE 3 We were able to make 6 of the 7 performance indicators, the only one not made was issuing 2,500 citations for other violations, but we were able to issue 668 citations. The goal to decrease the number of speeding involved fatals by 15% from 15 to 13 in FFY 2008 was not met. We had 16 speed involved fatalities in FFY 2008. The goal to reduce the total number of traffic fatalities by 2 or 5% from 40 to 38 was met. We surpassed that goal with 26 fatalities in FFY 2008, a reduction of 14 or 65 The goal to increase the number of speeding citations by 5% from 8,389 to 8,808 was not only met, but again surpassed with 12,556 citations. This is an increase of 4,167 citations or an increase of 49.5%.
