Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 334-98, reports as follows: Resolution No. 334-98, transmitted by Executive on Aging William Takaba, via Communication No. 1008, dated September 30, 1998, authorizes the County of Hawaii to enter into agreements HA-99-1- N and HA-3A-N with the Executive Office on Aging, Office of the Governor, State of Hawaii to maintain programs relevant to the needs of the elderly. The State of Hawaii through the Executive Office of Aging, pursuant to Chapter 349, Hawaii Revised Statutes, is mandated the responsibility of developing and implementing educational, recreational, and cultural programs for the elderly. Pursuant to Title III of the Older Americans Act of 1965, as amended, 42 U.S.C. Section 3001, et seg•, section 30581, designated area agencies are responsible for developing and administering an approved plan or a comprehensive and coordinated system of services to the elderly in their respective areas. Therefore, the County of Hawaii Office of Aging is designated by the State of Hawaii as the azea agency responsible for services to the elderly in the County of Hawaii. Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. The Mayor is hereby authorized to sign in the name of the County to enter into agreements HA-99-1-N and HA-3A-N on behalf of the Office of Aging and the County of Hawaii. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 334-98 and recommends its adoption.
