Your Committee on Finance, to which was referred Resolution No. 331-98, reports as follows:
Resolution No. 331-98, transmitted by Finance Director Harry Takahashi, via Communication No.
958.01, dated September 24, 1998, authorizes the County of Hawaii to enter into an agreement with the
United States of America Department of Justice for a Local Law Enforcement Block Grant.
The United States of America through the US Department of Justice, Office of Justice Programs, has
authorized funding for expenses to provide computers, printers, software and related cabling for a
tracking system for sharing information.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers l,~ranted by law to furnish, expend, and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
The Mayor is hereby authorized to enter into Negotiated Agreement for Grant Contract Number
97LBVX41 16 with the U.S. Department of Justice, Office of Justice Programs which will effectuate these
purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 331-98 and
recommends its adoption.
