SUBJECT: TRAFFIC CODE AMENDMENT - ORDINANCE 8-64
HALEKVI STREET EXTENSION
Please find attached a bill for an ordinance to amend Ordinance No. 08-64. Ordinance 08-64 amended Chapter
24 to provide that the Haleki`i Street extension, to be open to the public as a vehicular thoroughfare, would be
a one-way street with stipulations for a specific daily time period.
The amendment to Ordinance No. 08-64 would be to the introductory paragraph of SECTION 5, the effective
clause of the ordinance, and would read as follows:
"SECTION 5. This ordinance becomes effective after the new section of Haleki`i Street is dedicated
and accepted by the County of Hawaii or the land owner grants an easement to the County of Hawaii for the
purposes of carrying out the requirements of this ordinance [and] the new section of Haleki`i Street is properly
posted with signage for one-way traffic restriction, and after the following mitigative measures are
implemented and accepted by the County of Hawai`i."
The Haleki`i Extension, approximately 4400 feet in length, not only provides access to Hokulia but also
provides access to 52 proposed lots in Phase 3 East. The developer has not started construction in Phase 3. In
order to open the Bypass for evening one-way traffic, the County of Hawaii will operate under a grant of
easement from the land owner.
