Re: Resolution Creating Position
The Hawai'i Fire Department is having difficulties in its recruitment for part-time Water
Safety Officer II positions, particularly in the Kona District. There are currently five half
time Water Safety Officer II positions at that location, two of which are vacant. Since
there are qualified and interested candidates to fill a Water Safety Officer II position if it
was a full time position, the Fire Department is requesting the creation of a full time
Water Safety Officer II, SR-17, position. This will facilitate better scheduling and beach
coverage in that area. Presently, there are two (2) funded Water Safety Officer II (1/2T)
positions vacancies at the respective beach/unit and their funding will be used towards
the new position.
Enclosed is a resolution that creates a Water Safety Officer II position for the Hawai'i Fire
Department.

A. REQUEST:
Please prepare a resolution to authorize the creation of a new Water Safety Officer Il, BU03SR17 position for
the Water Safety Division of the Hawaii Fire Department. This position will be based in Responsibility Center
4604, North & South Kona.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Fire Department currently has five half time (or 50% full time equivalent) Water Safety Officer II positions
at this location, two of which are vacant. Funding for the requested position will come from these vacancies.
Creation of the new position will afford the department flexibility in filling the one (100%) full time equivalent
position at this location.

COMMENTS:
This request is to establish a new full time Water Safety Officer II (WSO II) position in the Kona District
utilizing currently available funding from two (2) part time WSO II positions allocated for the same
district. The basis and justification for this request includes:
1. Presently there are two (2) funded part time WSO 11 position vacancies at the respective
beach/unit. No additional funding would be necessary to establish a new full time position.
2. There are qualified and interested employees to fill the proposed new position.
3. As demonstrated through a continuous recruitment process, it is difficult to recruit qualified
and desirable candidates for some of the WSO 11 vacancies and a full time position provides
additional employment incentive for prospective candidates.
4. The establishment of an additional full time position will facilitate better scheduling and beach
coverage.
5. There is little to no cost savings by having two part time positions versus the one full time
position.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
Presently the duties and responsibilities of the proposed new position are
being assigned to two part time positions in the same class and rate of pay.
These two part time (half time) positions are currently funded and vacant. By
consolidating the allocated funding of the two part time positions a full time
position in the some class and rate of pay could be established. Given the
difficulties experienced in recruiting and retaining qualified and desirable
water safety officers as well as the increased activity and use of all beaches,
a full time position would provide a more attractive employment opportunity
as well as improve staffing stability and coverage at the respective
unit/beach. In addition, the two half time positions do not provide any
significant cost savings in comparison to the single full time position.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
As proposed and described in item 1, above, the recruitment and hiring for part time
(half time) water safety officers has been a standing practice however difficult to
achieve and maintain. Presently there are qualified and interested candidates for a
full time position and the establishment of a new full time position could be
completed with little to no additional costs given the proposed consolidation of
available and allocated funds.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The establishment of a full time versus two part time positions will improve
operational effectiveness in that it has been challenging to recruit and fill the part
time vacancies. Therefore first and foremost the duties and responsibilities can be
assigned to interested and qualified full time staff. In addition, the establishment of
an additional full time position will enhance and improve current staff scheduling
and reflect improve water safety officer coverage and minimize the impacts of
manpower shortage associated with authorized and contractually required leaves
of absence. The additional full time position may also increase opportunity to
provide required staff training without affecting beach coverage.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
The duties and responsibilities of these positions are required to be performed by a
qualified water safety officer and cannot be addressed through technological
means.
5. Why were manpower needs not planned through budgetary process?
Although manpower needs are currently and have been historically addressed in
the budget process utilizing part time employees, the current beach usage and
patron activity drives the need for improved and increased staffing. Through the use
of available and budgeted funding (two half time positions) the new position may
be created with no impact to current budget and no need for additional funds.
6. List other rationale or pertinent statements and data:
Given that the half time position employees receive the same benefits afforded to
the full time employees there is no cost savings to maintaining two half-time versus
one full-time position. In addition there is a slight cost savings with regards to leave
benefits when comparing the single full-time position to the two half-time positions.
The half-time positions earn and accrue sick leave and vacation leave hours in the
amount of 8 hours each (vacation/sick leave) per month. A full time position earns
and accrues 14 hours each (vacation/sick leave) per month. Therefore, the two
half-time positions will earn and accrue a combined 16 hours of each leave per
month versus 14 hours of each for the single full time position. The net savings of the
one full time position is 2 hours of each earned leaved per month.

Duties of the Position:
Patrol: (1),(2),(3),(4)
• Mans lifeguard tower; patrols beach on foot along rocky coastline at assigned beach; 50%
keeps alert of all beach activities and weather conditions; removes hazardous
obstacles from beach when practicable (i.e. broken glass, bottles, refuse, etc.); and
assists in evacuating people in time of emergency.
• Swims and uses rescue board to patrol rough open ocean waters; rescues people
in distress, including team rescues with fire and helicopter rescue units:;.
• Warns people of unsafe beach and ocean conditions (i.e. high surf, strong currents,
tsunami, and other National Weather Service and/or Civil Defense warning signals.)
• Supervises and controls beach activities by ensuring the enforcement of water safety
policies, rules and regulations and applicable laws of County, State, and Federal
governments through the appropriate agencies.

Participates in in-service training programs to maintain physical condition, learn new 20%
first aid and rescue methods and techniques, learn to use new equipment, etc.
• Maintains a high degree of physical fitness to effectively execute ocean rescues
(runs long distances, swims long distances, paddles rescue board, climbs up and
jumps off shoreline cliffs, etc.)

A combination of education and experience substantially equivalent to graduation from
high school and one (1) year experience as a beach lifeguard.,
Knowledge. Skills, and Abilities:
Knowledge of: techniques and methods of ocean rescue; techniques of emergency life
support including mouth-to-mouth and cardio-pulmonary resuscitation; use and care of
lifesaving equipment; first aid/basic medical care principles and practices; ordinances
and regulations governing park, beach, shore water, and ocean usage.
Ability to: swim long'distances; efficiently handle a rescue board and lifesaving.
