Re: Capital Budget

Enclosed is a bill for an ordinance adding the Palani Road Safety Improvements project for
$686,000 to this fiscal year's Capital Budget. Additional. Federal Highway Administration
funding was requested and received for this project. The increase in funding insures proper
construction of this project, which realigns the eastern terminus of Kealaka'a Street to
intersect Palani Road at Palihiolo Street to form a new intersection that will improve vehicular
and pedestrian access and safety for users of the high traffic volume intersection.
Since this project is already on-going and the additional funding will be needed soon for
upcoming change orders, the Department of Public Works would like to request a waiver
from the Finance committee and have this bill heard at the Council meeting scheduled for
December 17, 2008.

A. REQUEST:
Amend Ordinance 08-79, the Capital Budget by adding an appropriation to increase the Federal
portion of the Palani Road Safety Improvements (FHWA) project by $686,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Due to unforeseen conditions encountered that differed from the original plans and specifications,
Federal-Aid Project funds were requested for the subject project to reflect an increase in the
construction cost. This increase is necessary to insure proper construction of the project.
We are requesting to waive hearing this Bill at the Finance Committee and proceed directly to Council,
as the project is already -on-going and the additional funding will be soon needed for up-coming change
orders.
