Your Committee on Finance, to which was referred Resolution No. 327-98, repprts as follows:
Resolution No. 327-98, transmitted jointly with Bill No. 295 by Finance Director Harry Takahashi, via
Communication No. 985, dated September 8, 1998, authorizes the County of Hawaii to errter into an
agreement with the United States of America for a Special Operations Grant.
The Department of the Attorney General of the State of Hawaii through the federal government has
authorized funding for a special operations grant with the County of Hawaii Police Department.
Pursuant to Seetion 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend, and re.~ceive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
The Mayor is hereby authorized and designated to silm the above-referenced agreement and any related
documents on behalf of the Office of the Mayor and the County of Hawaii pursuant to the Hawaii County
Charter.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 327-98 and
recommends its adoption.
