Aloha Chair Yoshimoto,
I read with interest today, your three new Council rules, no doubt to run meetings more
efficiently. However, while the 3 minute rule and the testimony due by noon the day
before rule seems fair and expedient, I cannot agree with the "no questions" rule.
As you saw in the latest rounds of GMO hearings, there were many testifiers who did not
reveal their conflicts of interest. While certainly everyone has some special interest in
one thing or another, most of us are not "paid" to come and testify at 'the Council. The
"no questions" rule eliminates transparency, and the democratic process, which I'm sure
you would not be interested in doing away with. Many folks leave after they speak,
removing the source for questioning later.
While Emily sometimes comments rather than questions, it seems more appropriate to speak
with her privately and ask her to stick to questioning, if that is your current rule,
rather than put a stop to clarification, and transparency that is necessary for adequate
information flow to make right decisions. I urge you not to adopt that rule.
The Council no doubt, must want to "encourage" public comment and participation in the
democratic process, and this rule will serve to once again close the door to openness and
revealed honesty in government.
Congratulations on your new Chairmanship, it is indeed a responsibility, but please allow
for true democracy to shine, not just expediency of procedure.
