Subject: proposed changes to council operations
Aloha Chair-elect Yoshimoto
I have recently heard about the proposed changes to the way in which the Hawaii County Council
proceeds in it's meetings.
One of these changes will prohibit Councilmembers from asking questions during public testimony.
This concerns me greatly. I have been to a number of council meetings, as a observer, and the
information that is gather from questions posed by the Councilmembers is valid and legit. Also, this
information would not have surfaced at that time if the questions hadn't been posed, and the individual
was done saying what they wanted to say, and this additional information comes "after-the-fact."
Please do not continue efforts to make prohibiting questions a standard operating procedure of the
Hawaii County Council.
This is like putting someone one the stand in the court of law, and saying, "ok, tell your story." And
then, the lawyer doesn't ask any follow-up questions... it doesn't fit. It inhibits that sharing of pertinent
information.
I like to presume that my Council Members are well-educated, and won't waste their colleagues time, or
they're own. So, I like to presume that the questions they pose have merit.
Thanks you for reconsidering your intention with this proposed new rule.
