There is an increasing tendency over the past decade for government in the United States
to exclude citizen participation to the greatest extent possibly, leaving the decisions to
be made in conversation between the lobbyists and the elected officials that they fund.
The rule proposed that would foreclose Council members from asking questions of those
testifying is extending that exclusion to include the ability of elected officials to
probe testimony, clarify issues, uncover conflicting interests, and otherwise make an
informed decision. Democracy (or republican government) can be messy and time consuming.
The dialogue system does, however, provide a greater likelihood that the truth will
surface and that'the decision made will be in the public interest.
T urge you to withdraw the proposed rule limiting the ability of Council members to ask
questions of those testifying before them.
