Council Proposes New Rules - Hearing Monday December 1, 2008 3:00 PM
Subject: Prohibit Council Members form asking questions during the public comment portion of
the meeting.
The rule changes proposed by 1. Yoshimoto, needs more time for consideration.
I would like to propose: A time limit on questions asked by Council Members during the public
comment portion of the meeting. I feel it is important that any questions should be answered right
away for clarity rather than wait to the end of public comment period.
I like what I have heard about Council Members and community participation working as a two way
dialog. So let's try to get rule changes that will work for better dialog. I believe setting time limits
is a good start.
The other change only 3 instead of 4 minutes for testimony sound fine to me.
I am not clear about the proposed: All testimonies must be sent by noon the "day before the
hearing." Does this mean a full written testimonies or an appointment to make a verbal
testimonies at the hearing?
I have not yet learned how to get a copy of the New Rules Proposals and/or is this even posible via
the internet? I need to learn a lot about the council process and how, as citizens it is possible
to help rewrite the rules so they are realistic. Being on the mainland, for now, sometimes makes
me feel out of touch. I was informed by a friend that: The rule changes proposed by I Yoshimoto
was in the mornning news on Thanksgiving Day. I have found nothing to back this up from my
search via the internet.
I can not make an informed decision unless I have all the information needed for that decision.
