Subject: New Rules ~GIJf`d7' r;= a+lrlii
Dear Councilman J. Yoshimoto,
I am a resident of Hamakua.
I write to express my deep concern regarding one of the rules you have proposed for Council hearings.
This rule is applicable to Council members asking questions during testimony in Council meetings. I
also would like to protest testimony being limited to 3 minutes instead of the 4 minutes currently
applied.
It is my view, and I believe the view of the majority of citizens, that there should be greater transparency
in public institutions rather than less. It is my belief that the proposed new rule is a step backward and
would leave many issue clouded and not fully exposed to the light of public scrutiny.
Please be so kind as to re-consider the proposal of this rule, which would restrict and limit the flow of
necessary information to the public and to your fellow Councilmen.
With thanks for your attention.
Aloha,
M. Mandelman
