Your Committee on Finance, to which was referred Resolution No. 320-98, reports as follows:
Resolution No. 320-98, transmitted jointly with Resolution No. 321-98 by Finance Director Harry
Takahashi, dated September 2, 1998, via Communication No. 973, authorizes the Mayor to enter into an
agreement with the United States of America for a Kona Gang Prevention Grant.
The United States of America through the State Department of Human Services Office of Youth Services,
is desirous of providing funding to monitor gang activities within the County of Hawaii and assist the state
in the coordination of intelligence and law enforcement, sharing of information, training and community
awareness, community and school-based intervention and prevention programs, and evaluation and
research.
The Hawaii County Police Department is ready and willing to proceed with its obligations under the Gang
- Prevention Grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Federal government may enter into agreements with
the Council of the County of Hawaii providing the expenditures or receipt of funds or for other assistance.
The Mayor is hereby authorized and designated to sign in the name of the County Project Number DHS-
98-OYS-6097, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 320-98 and
recommends its adoption.
