Your Committee on Finance, to which was referred Resolution No. 318-98, reports as follows:
Resolution No. 318-98, transmitted by Corporation Counsel Richazd D. Wurdeman, dated August 31,
1998, via Communication No. 969, authorizes the Mayor to enter into a Negotiated Agreement for
Services GOCY 96-08-OS with the Department of Human Services for a Child Care Coordinator.
The State Department of Human Services has authorized funding for a County of Hawaii Child Care
Coordinator who shall serve under the supervision of the Office of the Mayor in cooperation with the
Mayor's Advisory Committee on Children and Youth.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken

in connection with projects being or to be undertaken pursuant to those powers.
The Mayor is hereby authorized and designated to enter into the Negotiated Agreement for Services
GOCY 96-08-05, which will effectuate these purposes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 318-98 and
recommends its adoption.
