Your Committee on Finance, to which was referred Communication No. 967, reports as follows:
Communication No. 967, transmitted by Hawaii State Association of Counties (HSAC) Vice President Al
Smith, dated September 2, 1998, transmits highlights of the HSAC Executive Committee meeting of
August 27, 1998, requests proposals for the 1999 Legislative Package, requests the consideration of a
proposal made by the Maui County Council and requests the approval of the 1999 HSAC Legislative
Program Policy Statement.
According to Communication No. 967, any proposals for the 1999 HSAC Legislative Package must be
routed to Council Member Al Smith by October 7, 1998. Once endorsed by the Council, the proposals
must then be reviewed and approved by the neighbor island counties.
Further, HSAC has requested the consideration of legislative proposals relating to subpoena powers of
legislative bodies, and limiting liabilities for hazardous recreational activities for inclusion in the 1999
HSAC Legislative Package.
Lastly, HSAC requests the adoption of the 1999 HSAC Legislative Program Policy Statement.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 967 and
recommends its approval.
