Your Committee on Finance, to which was referred Resolution No. 316-98, reports as follows:
Resolution No. 316-98, transmitted by Deputy Parks and Recreation Director Juliette Tulang, dated
August 28, 1998, via Communicafion No. 963, authorizes the Mayor to enter into an agreement with the
State Department of Transportation for bicycle safety education services.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to famish, expend, and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
The Mayor is hereby authorized and designated to sign in the name of the County the State Department of
Transportation Bicycle Safety Education agreement on behalf of the Department of Parks and Recreation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 316-98 and
recommends its adoption.
