REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: September 1, 1998 Re: Comm. No. 953/Res. No. 310-98 <br /> PLACE: Councilroom <br /> TIME: 11:00 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 310-98, reports as follows: <br /> Resolution No. 310-98, transmitted by Finance Director Harry Takahashi, via Communication <br /> No. 953, dated August 17, 1998, authorizes the Mayor to enter into an agreement for a Statewide <br /> Nazcotics Task Grant. <br /> The United States of America through the State Department of the Attorney General Crime <br /> Prevention and Justice Assistance Division, is desirous of providing funding for multi- <br /> <br /> jurisdictional task force programs that integrate federal, state and local drug law enforcement <br /> agencies and prosecutors for the purpose of enhancing interagency coordination and intelligence, <br /> and facilitating multi jurisdictional investigations. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, the Federal government may enter into <br /> agreements with the Council of the County of Hawaii providing the expenditures or receipt of <br /> funds or for other assistance. <br /> Upon the approval of Resolution No. 310-98, the Mayor is hereby authorized and designated to <br /> sign in the name of the County project number 97-DB-21, which will effectuate these purposes. <br /> Funds for this program have already been appropriated in the Operating Budget. <br /> Members of Your Committee and members of the public expressed concern with the County's <br /> responsibility to conduct a mandatory program review of the Statewide Mazijuana Eradication <br /> Program.
