Your Committee on Finance, to which was referred Resolution No. 310-98, reports as follows:
Resolution No. 310-98, transmitted by Finance Director Harry Takahashi, via Communication
No. 953, dated August 17, 1998, authorizes the Mayor to enter into an agreement for a Statewide
Nazcotics Task Grant.
The United States of America through the State Department of the Attorney General Crime
Prevention and Justice Assistance Division, is desirous of providing funding for multi-
jurisdictional task force programs that integrate federal, state and local drug law enforcement
agencies and prosecutors for the purpose of enhancing interagency coordination and intelligence,
and facilitating multi jurisdictional investigations.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Federal government may enter into
agreements with the Council of the County of Hawaii providing the expenditures or receipt of
funds or for other assistance.
Upon the approval of Resolution No. 310-98, the Mayor is hereby authorized and designated to
sign in the name of the County project number 97-DB-21, which will effectuate these purposes.
Funds for this program have already been appropriated in the Operating Budget.
Members of Your Committee and members of the public expressed concern with the County's
responsibility to conduct a mandatory program review of the Statewide Mazijuana Eradication
Program. However, as this measure did not specifically address marijuana eradication, a
majority of members voted to approve Resolution No. 310-98.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 310-98
and recommends its adoption.
