Your Committee on Finance.. to which was referred Resolution No. 305-9H, reports as follows:
Resolution No. 305-98, transmitted by Council Chair James Y. Arakaki, via Communication
No. 940, dated July 31, 1998, authorizes the acceptance of a donation from Puna Geothermal
Venture.
Puna Geothermal Venture has offered to donate four Scott Self-Contained Breathing
Apparatuses (SCBA) to the Hawaii County Fire Department Training Division. Each SCBA unit
is complete with regulators, backpacks, air tanks, and hard plastic cases. The total value of this
donation is $3,200.
Pursuant to Article XI[l, Secrion 13-12, Hawaii County Charter, the council, on behalf of the
county, may accept gifrs of donations of personal property.
According to Fire Captain Myro~'oshioka, the Hawaii County Fire Department is appreciative
of the donation; however, cannot accept the units as they arc not equipped in accordance with
departmental respiratory apparatus guidelines.
Your Committee on Finance is not in accord with the purpose and intent of Resolution
No. 305-98 and recommends that it be filed.
