Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 298-98, reports as follows: Resolution No. 298-98, transmitted by Finance Director Harry Takahashi, via Communication No. 928, dated July 23, 1998, authorizes the Mayor to enter into amulti-year agreement for animal control services. The County is desirous to contract with an organization for animal control activities pursuant to Chapters 46 and 143, Hawaii Revised Statutes, and Chapter 4, Hawaii County Code which authorize the County to regulate a variety of animal activities. Further, the County finds it is in the best interest of the County that the contract for animal control services covers more than one year. Therefore the County has issued a Request for Proposal seeking to contract with an organization to provide animal control services for a period up to June 30, 2002. Pursuant to Section 143-15. F{awaii Revised Statutes, the County may contract with any society or organization fom~ed for the prevention of cruelty to animals for the seizure and impounding of all unlicensed dogs and for the maintenance of a shelter of pound. Further, Section 4-6, Hawaii County Code, authorizes the County Council to appropriate funds for stray dogs, cats and small domesticated animals and for the assistance of societies to accomplish the related responsibilities which arc delegated to the societies. Lastly, Section 10-I 1, Hawaii County Charter, provides that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or more than one fiscal year he approved by resolution. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 298-98 and recommends its adoption.
