Your Committee on Finance, to which was referred Bill No. 396, reports as follows:
Bill No. 396210, transmitted by Director of Finance William Takaba, via Communication
No. 1574, dated November' 7, 2008, amends Ordinance No. 08-78, as amended, the Operating
Budget, ending June 30, 2009. The amendment is as follows:

Council Member Dominic Yagong stated that he supported the transfer due to, the evident need
for the buses, equipment and repairs; however, he asked if there was any discussion with Mayor-
elect Billy Kenoi. Mr. McClure stated that there was no discussion with Mr. Kenoi at this time.

Pursuant to Article X, Section 10-8, paragraph one of the Hawaii County Charter relating to
supplemental appropriations, the Mayor shall certify to the County Council and the County
Council may amend or make supplemental appropriations for the yeaz up to the amount of
available revenues. Such appropriations may be made by ordinance effective immediately upon
adoption.
Mr. Yagong voted "kanalua two (2) times."
Your Committee on Finance is in accord with the purpose and intent of Bill No. 396, and
recommends it pass first reading.
