The Hawai'i State Coalition Against Domestic Violence is awarding a $40,000 Domestic Violence Strategic Plan Project Grant to the Office of the Prosecuting Attorney to implement the coordinated community response to domestic violence and work on the goals outlined in the 2007-2012 statewide strategic plan. These funds, derived from the State of Hawai'i Department of Health, will support the activities of the Family Violence Interagency Committee, also known as Hawai'i County's Domestic Violence Task Force, to increase victim safety and battery accountability. Enclosed is a resolution to authorize the receipt and expenditure of the Hawaii State Coalition Against Domestic Violence's funding of $40,000 and a bill for an ordinance amending the Operating Budget by appropriating this grant. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Prosecuting Attorney's Office has been approved to receive funds from the Hawaii State Coalition Against Domestic Violence to implement the "Navigating a Course for Peace, Domestic Violence Strategic Plan for 2007 - 2012" in Hawaii County. Funds will support activities of the Family Violence Interagency Committee (Hawai'i County's "domestic violence task force") to increase victim safety and battery accountability by: improving relationships and linkages between entities responding to domestic violence; educating community members about domestic violence; examining current practices and programs; and implementing new policies and programs. It is expected that funding will be provided at a declining level for a total of five years. Challenges such as a lack of funding, turnover in individual participation, inconsistent leadership, reduced commitment to work on projects, burnout issues, and other factors have resulted in the DVTFs losing momentum, diminishing, and in some cases dissolving. Many believe that failure of these voluntary efforts was inevitable because they existed either without funding or they eventually lost funding, making it impossible for leadership to be sustained. While developing Navigating a Course for Peace, Domestic Violence Strategic Plan, 2007-2012 (the Plan, Strategic Plan), it became clear that the Hawaii State Coalition Against Domestic Violence (HSCADV) would need partners for the implementation stage of the Plan. DVTFs were identified as essential vehicles to partner with HSCADV in implementing a coordinated community response to domestic violence and working on the nine goals outlined in the Plan. The Hawaii State Department of Health (DOH) agreed to provide funding for the purpose of strengthening membership, organizational structure, function, and cohesiveness to fortify and improve these community collaborations. HSCADV has not yet received the contract from the Department of Health (DOH) for developing Domestic Violence Task Forces (DVTFs) in the four counties. However, we would like to be in a position to act on the Memorandum of Understanding (MOU) and budget, so we can begin working with your office as soon as we receive the contract. One copy will be returned to you as soon we receive the contract from DOH. We will also need a budget reflecting how the funds are to be expended. We regret that there has been a delay in receiving the contract, which we expect to be retroactive to July 1, 2008. Hawaii County will receive $40,000 for the first year, if all goes as planned. We expect the same level of funding for year two, with declining funding over years three, four, and five. The expectation is that the DVTF leadership and members will find supplemental funding, increasing over years three, four, and five and sufficient to carry the DVTF once DOH funding ceases.
