STATE OF HAWAII 2'7 09 RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF THE HAWAII STATE COALITION AGAINST DOMESTIC VIOLENCE GRANT OF $40,000 FOR THE DOMESTIC VIOLENCE STRATEGIC PLAN PROJECT WHEREAS, the Hawaii State Coalition Against Domestic Violence (HSCADV), a private, not-for-profit organization, is a statewide coalition of domestic violence programs and their mission is to ensure the safety and protection of women in intimate relationships by coordinating domestic violence prevention and intervention services, affecting public policy, and establishing coordinated and consistent procedures and actions by the civil and criminal justice systems in Hawaii; and WHEREAS, the purpose of the Coalition is to coordinate efforts to end family ,violence in Hawaii by providing education and training on family violence to service providers, collecting resource materials and serving as a clearinghouse, providing technical assistance on family violence matters, and providing facilitation when requested by member agencies; and WHEREAS, the Hawaii State Coalition Against Domestic Violence is awarding a $40,000 Domestic Violence Strategic Plan grant to the Office of the Prosecuting Attorney to implement the coordinated community response to domestic violence and work on the goals outlined in the 2007-2012 statewide strategic plan; and WHEREAS, these funds, derived from the State of Hawaii Department of Health, will support the activities of the Family Violence Interagency Committee, also known as Hawaii County's Domestic Violence Task Force, to increase victim safety and battery accountability; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to expend and receive any funds or other assistance from the federal or state governments in connection with projects being or to be undertaken pursuant to any powers granted by law. o . . 0 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it authorizes the receipt and expenditure of funds awarded to the Office of the Prosecuting Attorney. BE IT FURTHER RESOLVED, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, a Memorandum of Understanding with the Hawaii State Coalition Against Domestic Violence, attached hereto and incorporated herein by reference as Exhibit "1", to enable the County to implement the Domestic Violence Strategic Plan project. History At different times, all of Hawaii's counties have had a Domestic Violence Task Force (DVTF). Challenges such as a lack of funding, turnover in individual participation, inconsistent leadership, reduced commitment to work on projects, burnout issues, and other factors have resulted in the DVTFs losing momentum, diminishing, and in some cases dissolving. Many believe that failure of these voluntary efforts was inevitable because they existed either without funding or they eventually lost funding, making if impossible for leadership to be sustained: In response to the five-yeaz domestic violence strategic plan, Navigating a Course for Peace, 2007-2012, in which the need for County Domestic Violence Task Forces (DVTF) is clearly identified, the Hawaii State Department of Health (DOH) has agreed to provide funding. The funding is to be used for strengthening membership, organizational structure, function, and cohesiveness to support and improve community collaboration through the establishment of such Task Forces. Chazacteristics of a strong DVTF include focus on: • involvement of an active and diverse membership base across disciplines and sectors, including the criminal justice system, victim advocacy, programs for perpetrators, health caze, child welfare, substance abuse treatment, religious institutions, academia, etc., • voluntary participation, • skilled leadership, • shared vision, mission, and responsibility, " • common goal setting, • shazed decision-making, • member-driven agendas, • vested members, • accountability and improvement, and • impact on specified outcomes and changes for improving and strengthening the community's response to domestic violence. Comvosition of the Proiect The HSCADV receives a grant from the Hawaii State Department of Health (DOH) to help with implementation of the five-year domestic violence strategic plan, Navigating a Course for Peace, EXHIBIT "1" 2007-2012. One of the second year (2008/2209) priorities for implementation is the formation of a domestic violence task force in each of Hawaii's counties: Honolulu, Maui, Hawaii, and Kauai. Domestic Violence Task Forces A DVTF is a community collaboration of entities and individuals including: domestic violence service providers, law enforcement, government, courts, refugee and immigrant service providers, and other which meets montlily to discuss public policy, systems' change, coordinated community responses, etc. A DVTF provides a forum for networking, information and resource sharing, and assisting in improving services. Individuals aze involved because of their job affiliation, personal interest, commitment, and to network and communicate with colleagues about domestic violence issues. [~ceii Qanty Office of the Pets~ttirx3 At~ to provide staffing to: • serve as coordinator for the Fdmily Viols Inter-a~ax-y O~co~~ • serve as convener/facilitator of the FVIC meetings and trainings, • keep rewrds for the FyIC • update members through meeting minutes and listservs, • monitor participation, minimize scheduling conflicts, and scrutinize agendas for relevance for participants, • submit an annual budget for projected expensesi, • submit quarterly program evalua*.ion and progress reports, including charting Plan Performance Measures, and providing documentation as required, • submit quarterly financial documentation and reports as needed, • participate in the evaluation process, • participate in annual monitoring, ' Budgets must include funding for personnel to staff the DVTF (unless that expense is covered by another funding source) and funding for sending one representative to an Oversight Body meeting once a year. Additional funds, to supplement First Circuit Court funding, may be set aside for sending DVTF members to one statewide meeting and acne-day meeting, followed by a one-day conference on Oahu. participate in semi-annual statewide DVTF meetings, and participate in a one-day conference on Oahu Time Line The roles and responsibilities described above are contingent on HSCADV receiving the funds requested from DOH. The beginning and ending dates of this collaborative effort coincides with the grant period, anticipated to be 7/1/08 through 6/30/09. Other Terms and Conditions This MOU may be amended upon mutual agreement of the parties. Any such amendment shall not be valid unless in writing and signed by parties hereto.
