Your Committee on Finance, to which was referred Resolution No. 273-98, reports as follows:
Resolution No. 273-98, transmitted by Council Member Al Smith, via Communication No. 853,
dated May 14, 1998, requests the support of the National Association of Counties' platform on
the Intermodal Surface Transportation Efficiency Act (ISTEA).
The ISTEA originally passed in 1991 and authorized to provide $156 billion over a six yeaz
period for highways and transit systems and provide for a more flexible program with an
enhanced role for local government officials. The program expired in September 1997.
Congress failed to reauthorize ISTEA in 1997; however, it did pass asix-month extension to
keep funds flowing to local and state governments. Cunently, Congress is once again
considering the reauthorization of ISTEA.
NACo supports the following key points regazding the reauthorization of ISTEA:
• Increased funding of highways, bridges, and mass transit.
• Retention of the existing ISTEA program structure, specifically those programs that have
provided funds to county governments such as the surface transportation program, the bridge
program, and the transit program.
• Strengthened role for both urban and rural counties in the planning and project selection
process.
• Removal of the highway and transit trust fund from the unified budget or similaz proposals to
spend more of the fuel tax revenues collected in the trust fund.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 273-98
and recommends its adoption.
