Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 171-97, reports as follows: Resolution No. 171-97, transmitted by Finance Director Harry Takahashi, via Communication No. 537, dated October 9, 1997, abolishes Position No. 3850, Police Officer II, PO-07. The aforementioned position was created by Resolution No. 23-95 to specifically combat the problem of driving under the influence of intoxicating liquor violations. The Department of Transportation has since stopped all funding for this program; therefore the Police Department has requested that this position be abolished. Resolution No. 171-97 was originally heazd on November 4, 1997, and deferred pending comments from the administration regazding the feasibility of maintaining the position with County funds. Subsequently, Police Chief Wayne Carvalho reported that the Police Department has temporarily assigned aCounty-funded Police Officer to replace the federally-funded position. Pursuant to Article V, Section 5-1.3(c), Hawaii County Chazter, the Mayor has the power to create positions for which appropriations have been made by the Council and abolish positions with the consent of the Council. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 171-97 and recommends its adoption.
