Your Committee on Finance, to which was referred Bill No. 226, reports as follows:
Bill No. 226, transmitted by Finance Director Harry Takahashi, via Communication No. 812,
dated April 17, 1998, repeals Ordinance No. 97-80 and all amendments thereto and shall be
known as the Salary Ordinance of 1998.
Pursuant to Article III, Section 3-13, Hawaii County Charter, all persons employed by the
County or any of its boards or commissions, whether as officers or otherwise, except those
whose gay is other wise provided for shall be paid in accordance with a pay plan enacted by
ordinance. The Salary Ordinance also designates payroll periods, pay days, and prescribes
certain requirements with respect to overtime, perquisites and official fidelity bonds.
Section 8.08 of Bill No. 226 was amended to add the Public Works Student Helper I position at a
rate of $5.25 hourly. This class was inadvertently omitted from the original.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 226, as amended
to Draft 2,'and recommends it pass first reading.
