Your Committee on Finance, to which was referred Bill No. 202, reports as follows:
Bill No. 202, transmitted by Mayor Stephen Yamashiro, via Communication No. 742, dated Febnrazy 27, 1998,
submits the 1998-99 Operating Budget.
The proposed budget totals $180,746,159, an increase of $282,963, or .2% over the current fiscal yeaz's budget. The
increase is, in lazge part, the result of addressing the needs of our community and maintains ewrent levels of service
while providing for unfunded mandated programs. This proposed budget may be affected by State Legislature
proposals to change the distribution formula for the Transient Accommodation Tax (TAT).
Revenue projections include an increase in real property delinquent collections although property assessed valuations
aze expected to drop for the fifth consecutive yeaz, interest eaznings, and the reimbursement of retirement system
expenses from the Depaztment of Water Supply. In general, the fund balance carryover is projected at $14.5 million.
This amount, attained through sound fiscal management, decreases as the County experiences a period of higher
expenditures and lower revenues.
Expenditure projections include an increase of expenses associated with the consolidation of offices at the former JC
Penney store, the General Plan update, the Papaya Quarantine Project, and employee health benefits.
Your Committee originally reviewed the Operating Budget on Mazch 23, 1998, at the departmental and program
budget reviews held from Mazch 23-25, 1998. The purpose of today's Special Finance Committee meeting was to
discuss possible amendments to the Mayor's Operating Budget.
A motion to amend the operating budget by renaming Department No. 239 Humane Society to Animal Control was
approved by Your Committee. Such an amendment allows for a specific purpose of funding rather than an
organization.
Pursuant to Section 10-2, Hawaii County Charter, Preparation and Submission of Budget and Capital Program, the
Mayor shall submit to the County Council an Operating Budget for the ensuing fiscal yeaz.
Yow Committee on Finance is in accord with the purpose and intent of Bill No. 202 (Operating Budget) and transmits
it to Council with the aforementioned recommendation to be incorporated in Bill No. 202, Draft 2.
