No. 25 Your Committee on Finance, to which was referred Communication No. 25, reports as follows: Communication No. 25, transmitted by Finance Director Nancy Crawford, dated December 2, 2008, authorizes the acceptance of donations from Mr. Jason Takeya, Native FM 45.9, and Ms. Elisa Young, Hotdog on A Stick, to be used for primate enrichment at the Panaewa Rainforest Zoo. The value of this donation is estimated at $83.71 each, totaling $167.42. Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the County, may accept gifts or donations of personal property. Also, pursuant to Chapter 2, Article 30, Section 2-162(c), Hawaii County Code, any donation or gift which does not fall within the capitalization procedures of the Department of Finance shall be submitted to the Council by letter for its approval. A letter of appreciation will be sent to Mr. Takeya at Nati~~e FM 95.9, 75-5858 Alii Drive, Suite B1 & B2, Beach Building, Kailua-Kona, Hawaii 96740, and Ms. Young, Hotdog on A Stick, 111 East Puainako Street, Hilo, Hawaii 96720, acknowledging there generous donation. Councilmember Enriques questioned why no resolution was generated to accept the monetary donation. Finance Director Nancy Crawford explained that it was an internal Finance Department policy to only generate a resolution for donations of $100 or more to save on paperwork. Four Committee on Finance recommends the acceptance of the donation of $167.42.
