Your Committee on Finance, to which was referred Resolution No. 19-09, reports as follows:
Resolution No. 19-09, transmitted by Finance Director Nancy Crawford, via Communication
No. 32, dated December 3, 2008, abolishes an Abstract Assistant III position and creates a
Clerk II position within the Department of Finance Vehicle and Licensing Division.
Since March 2008, the vacant Abstracting Assistant III position, Position No. 00-03790, was
transferred out of the Real Property Tax Division and temporarily reallocated to a Clerk II
position for the Vehicle Registration and Licensing (VRL) Division. There was a great need for
additional administrative assistance in the VRL Division and with the slowing of real property
transactions, the current staff in the abstracting section of the Real Property Tax office was able
to maintain its workload and was not adversely affected when this vacant position was
transferred.
Over the next year, the expansion of services to satellite offices in South Kohala and Puna will
place additional requirements of the VRL administrative staff. Therefore, the creation of a
Clerk II, SR-08, position will allow for a more efficient workflow and delivery of services as the
division continues to evolve.
There was no discussion on this measure.
Your Conunittee on Finance is in accord with the purpose and intent of Resolution No. 19-09,
and recommends its adoption.
