Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 10, regazding Bil( 1, reports as follows:
Bill 1, transmitted by Director of Public Works, Bruce McClure, via Communication No. 10,
dated November 17, 2008 amends Chapter 24, Article 10, Division 4, Section 24-276,
Schedule 24(Crosswalks), paragraph (f) Kona, of the Hawaii County Code 1983 (2005 edition,
as amended), by adding the following, to be appropriately numbered and to read as follows:
" ~ Ali`i Drive in Kailua-Kona, eieht hundred seventy feet southeast of Roval
Poinciana Drive."
There was no testimony from the public on this proposed bill.
Committee Chair Brenda J. Ford relinquished her seat to Committee Vice Chair Kelly
Greenwell. ,
Public Works Director Warren Lee and Traffic Division Chief Ron Thiel appeared before your
Committee. Mr. Thiel commented that the need for this traffic amendment is based on a request
made by Councilmember Brenda Ford in an effort to increase the number of marked crosswalks
in the area and that a gap study conducted by the Department found both locations lacking in the
ability for pedestrians to safely cross the street,
Council Member Brenda J. Ford commented that due to several traffic fatalities and accidents in
this area, the crosswalks will offer safe traversing by its residents, beach and store patrons.
Furthermore, Ms. Ford added that $300,000 was appropriated to this fiscal year's operating
budget for this project.

Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill 1, and recommends it pass first reading.
