Your Committee on Finance, to which was referred Resolution No. 250, reports as follows:
Resolution No. 250, transmitted by Planning Director Virginia Goldstein, via Communication
No. 776, dated Mazch 20, 1998, authorizes the payment of funds of a later fiscal yeaz for a
consultant services contract to prepare an economic assessment report as part of the general plan
revision program.
As the Planning Department has commenced with the Hawaii County General Plan Revision
Program, the department will be hiring a consultant to do an assessment and update of the
economic assumptions, framework and elements of the plan. The 1997-98 FY budget included
$50,000 to do such a contract; however, this figure is inadequate to cover the contract cost. An
additional $25,000 has been requested in this yeaz's budget. Therefore, Resolution No. 250
authorizes the payment of the funds from FY 1998-99.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease, or other obligation
requiring payment of funds from the appropriations of a later fiscal yeaz or more than one fiscal
yeaz be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 250 and
recommends its adoption.
