RESOLUTION NO. 26 09
(DRAFT 2)
A RESOLUTION ENCOURAGING DIALOG BETWEEN THE COUNTY OF HAWAII,
THE STATE OF HAWAII, AND APPROPRIATE GOVERNMENTAL AGENCIES OF
THE UNITED STATES OF AMERICA, REGARDING ELIGIBILITY UNDER ANY
AND ALL EXISTING OR PROPOSED ECONOMIC STIMULUS AND
STABILIZATION PACKAGES, INCLUDING, BUT NOT LIMITED TO, THE NEW
"FOOD, CONSERVATION AND ENERGY ACT OF 2008".
WHEREAS, economic stimulus and stabilization packages are currently being
encouraged and proposed by programs such as the new Food, Conservation and Energy Act of
2008 (also known as the 2007 U S. Farm Bill, the Farm Bill Extension Act of 2007 or Farm,
Nutrition, and Bioenergy Act of 2007, and the Food and Energy Security Act of 2007), enacted
on May 22, 2008, which relate to various areas such as energy, conservation, nutrition, and rural
development; and
WHEREAS, these economic stimulus and stabilization packages also encompass a wide
variety of programs that promote and foster research, education, and activities designed to ensure
that these programs effectively coordinate and integrate across vazious disciplines, agencies, and
institutions; and
WHEREAS, during periods of economic downturn and employment instability, it is both
prudent and opportune that the County of Hawaii collaborate and work diligently with the State
of Hawaii to identify and pursue these programs and any other source of federal funding
beneficial to the citizens of the County of Hawaii and of this State; and
WHEREAS, in furtherance of promoting safe and healthy environments and economic
stability for its citizens, the Hawaii County Council finds that it is imperative and fiscally
prudent that the County of Hawaii and the State of Hawaii collaborate and pursue any and all
economic stimulus and stabilization programs that are applicable to, and which both the County
of Hawaii and the State of Hawaii are eligible; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in
the interest of public health, safety, welfare, and economic well-being, it is both fiscally prudent
and opportune that the County of Hacvai`i work jointly with the State of Hawaii in pursuing the
various economic stimulus and stabilization packages that are mutually beneficial to the County
of Hawaii and State of Hawaii, and
BE IT FURTHER RESOLVED that the County of Hawaii and the State of Hawaii are
encouraged to commence dialog through interagency networking and begin the process of
identifying the vazious programs that both the County of Hawai `i and the State of Hawaii could
be deemed eligible including, but not limited to, the new "Food, Conservation and Energy Act
of 2008", and
BE IT FINALLY RESOLVED that the County Clerk shall forwazd certified copies of
this resolution to the Honorable Governor Linda Lingle, the Honorable Mayor of the County of
Hawaii, the Honorable Mayor of the City and County of Honolulu, the Chair of the Council of
the City and County of Honolulu, the Honorable Mayor of the County of Kauai, the Chair of the
Kauai County Council, the Honorable Mayor of the County of Maui, the Chair of the Maui
County Council, the United States Secretary of Agriculture, and the United States Secretary of
the Interior.
