Your Committee on Finance, to which was referred Resolution No. 230, reports as follows:
Resolution No. 230, transmitted by Chief Engineer Donna Kiyosaki, via Communication
No. 720, dated February 9, 1998, authorizes multi-year funding for the statewide wastewater
treatment works operator training facility.
Pursuant to Section 44, Act 216, 1987 Hawaii Session Laws, the Legislature appropriated funds
to the State Department of Health to administer a statewide wastewater treatment operator
training facility under the condition that the counties fund a portion of the operating costs. In
addition, the US Environmental Protection Agency awazded a grant of $500,000.
The Department of Health is now desirous to obtain the required funding from the counties. The
County of Hawaii's share of the maintenance and operation charges would be fourteen percent
(14%) of sixty percent (60%) of the facility's projected operating budget which will not exceed
$142,500, and annual increases of the budget shall not exceed ten percent (10%).
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from an appropriation of a later fiscal year or more than one
fiscal year shall be made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 230 and
recommends its adoption.
