A RESOLUTION TO CREATE A SCHOOL CROSSING GUARD POSITION AT E.B.DE SILVA ELEMENTARY
SCHOOL.
WHEREAS, Ernest Bowen De Silva Elementary School is located on Ainako Avenue, a high traffic roadway
servicing many Kaumana residents; and
WHEREAS, the traffic heading toward Hilo town, especially during the morning rush hour, converges at the
intersection of Kaumana Drive and Ainako Avenue; and
WHEREAS, by placing a school crossing guard at the Kaumanal Ainako intersection, the safe crossing of
children and pedestrians at this intersection can be assured; and
WHEREAS, Article V, Section 5-1.3(c) ofthe Hawaii County Charter states that the Mayor has the power to
"Create positions...for which appropriations have been made by the council..."; and
WHEREAS, there are sufficient funds in the salaries and wages account of the Police Department to cover the
cost of the additional School Crossing Guard.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HA WAIl that one (l)
School Crossing Guard position be created to be assigned to Ernest Bowen De Silva Elementary School.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments of Police,
Finance, and Civil Service.
