A PROPOSED RESOLUTION APPROVING THE ESTABLISHMENT OF A
SISTER-CITY RELATIONSHIP BETWEEN TASMANIA AND THE COUNTY
OFHAWAll.
WHEREAS, the Mayor and the Council of Hawaii County have jointly
promoted a Sister-City program to foster friendship and understanding among all of
the peoples of the world; and
WHEREAS, such a Sister-City program would benefit the people of the
affiliated cities through the exchange of cultural exhibits, educational programs,
information relative to economic development of mutual interest and other matters
of common interest; and
WHEREAS, contacts have been made between officials of the government
of the Island State of Tasmania and the County of Hawaii to discuss the
establishment of a Sister-City relationship between Tasmania and the County of
Hawaii; and
WHEREAS, the establishment of such an agreement is of particular
significance to the people of the County of Hawaii because of historical links
between both island cultures; and
WHEREAS, Tasmania encompasses 26,200 square miles of land and hosts a
population of approximately 453,000 residents; and
WHEREAS, the Island of Hawaii and the Island State of Tasmania are
similarly blessed with natural beauty and industries that include tourism,
aquaculture, agriculture, fishing, boat building an,d ranching; and

WHEREAS, Hobart, Tasmania is also recognized as a pioneering force in
the fields ofhydro-~lectricity, eco-tourism and wildlife preservation; and
WHEREAS, since 1995, sixth grade students ofWaimea Elementary School
on the Island of Hawaii have maintained a "pen pal" relationship with sixth grade
students ofWaimea Elementary School in Tasmania to broaden their horizons of
learning and to further the cultural interchange on the basis of mutual friendship
and amity between Tasmania and the County of Hawaii; and
WHEREAS, the North Hawaii Rotary Club has volunteered to serve as a
catalyst in eliciting relations between their Rotary Club and their counterparts in
the Sister-City through newsletters, committee reports, newspaper articles and
videos; and
WHEREAS, these projects will further stimulate Sister-City exchanges and
will ensure that a productive and educational Sister-City relationship between the
Island of Tasmania and the County of Hawaii is cultivated; and
WHEREAS, during correspondence between the representatives of both, the
officials have expressed enthusiastic support of a Sister-City relationship between
Tasmania and the County of Hawaii; and
WHEREAS, the County of Hawaii, Island of Hawaii, would be pleased and
honored to be affiliated with the Island of Tasmania as a Sister-City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that this Council, on behalf of the people of the County of
Hawaii, does hereby extend an invitation to the government and the people of
Tasmania to participate with the County of Hawaii as its Sister-City for the purpose
of creating greater mutual understanding between the peoples of our two great
cities and nations.
BE IT FURTHER RESOLVED that the mayor of the County of Hawaii and
the Premier of Tasmania are hereby requested to take whatever action may be
necessary to effectuate this relationship.

BE IT RESOLVED that the County Clerk transmit copies of this resolution
to Honorable Stephen K.Yamashiro, Mayor, County of Hawaii;
Rudy Legaspi, Protocol Officer, County of Hawaii; Honorable Anthony Rundle,
Premier of Tasmania, Honorable Ray Groom, Minister of Tourism, Tasmania;
Thomas Witthans, North Hawaii Rotary Club and Paul Hogan of the Hobart Rotary
Club.

AGREEMENT ESTABLISHING GUIDELINES FOR THE ENHANCEMENT OF THE
SISTER CITY RELATIONSHIP BETWEEN THE BIG ISLAND-COUNTY OF
HAWAII AND THE ISLAND OF TASMANIA, AUSTRALIA.
WHEREAS, on January 22, 1997, County of Hawaii Resolution
No. was unanimously approved which formally authorized a
sister city relationship between the Big Island and the Island
of Tasmania, Australia; and
WHEREAS, to nurture and sustain a continuing and
purposeful relationship between these two communities, mutually
agreed upon covenants to enhance this new association is worthy
of consideration,
NOW, THEREFORE, BE IT RESOLVED that reciprocally accepted
recitals are hereby consented to as follows:
1. There shall be a minimum of one goodwill mission exchanged
within a five-year period; the first shall occur before
January 31, 2002. Appropriate community, civic and
service organizations shall be invited as participants and
or facilitators for these occasions.
2. If available, exchange of documents on a regular basis
will be programmed to facilitate interaction and
communication, e.g., constitutions/charters, data books,
annual reports, newsletters, various codes, special
studies/reports, etc.
3. A student exchange program shall be pursued and initiated
if feasible using resources such as the University of
Hawaii-Hilo, the Department of Education and any other
willing private schools.
4. An informational clearing house shall be established on
the Big Island and Tasmania to provide interested and
potential travelers with brochures, maps, periodicals and
other documents for the purpose of easier access to travel
information, and or economic opportunities on each
respective island.
5. Any other interaction in the form of educational,
cultural, technical, trade, political, industrial or
professional ideas having potential benefits shall be
shared whenever possible.

NOW, BE IT FURTHER RESOLVED that the terms of this
agreement are deemed to be mutually acceptable by the Island of
Tasmania, Australia and the Big Island, County of Hawaii, as is
attested and with the signatures affixed below.
BE IT FINALLY RESOLVED that this agreement formalizing the
sister city relationship shall be officially effective
on , 199____.

SISTER-CITY
SERVICE AGREEMENT
'At the mutual consent between the County of Hawaii and the Hui
Okinawa, it is agreed that the aforementioned parties hereby
enter into a "SERVICE AGREEMENT" for the purpose of maintaining
and sustaining a viable and meaningful sister-city relationship
between the County of Hawaii and the Island of Tasmania, ' '
Australia.
This SERVICE AGREEMENT shall be in conformance with
Resolution dated January 22, 1997, and Ordinance 93-102
dated October 8, 1983.
It is hereby attested that the undersigned parties shall, to
the best of their ability, agree to the following covenants, to
wit:
COUNTY RESPONSIBILITIES
. Initiate and coordinate the planning of visitations to
Tasmania, Australia; said visitations are recommended
to occur once every five years as stated in
Ordinance 93-102.
. Accord mailing services as requested by the Rotary
Club of North Hawaii.
. Provide and/or share entertainment, meal and
logistical expe~ses.
. Provide and/or share expenses for gifts, mementos,
leis, etc.
. Transmit the Count y's, annual report, applicable
brochures, other documents of interest, and video
tapes as appropriate.
. Document visitations to include pictorial account; of
important events in the relationship.
ROTARY CLUB OF NORTH HAWAII RESPONSIBILITIES
. Assist in the coordinating and planning of official
visitations.
. Assist in the hosting of sister-city guests, be it on
formal visitations or courtesy calls.
. On private sector tours to Tasmania, visitors may'
serve as the County's ambassadors ,of goodwill and
deliver appropriate greetings and mementos from the
County. '

. Encourage exchange programs, be it cultural, trade,
agricultural, scientific, student, etc.
. Maintain an open line of communication with Tasmania.
. Consider trade mission(s) tied in with commensurate
exposition(s).
